Any individual going door-to-door and having direct contact with residents in order to sell goods or solicit services shall obtain a Solicitors/Peddlers/Transient Merchant Permit from the City Clerk's office. There are some exceptions to this requirement, however, such as simply leaving a flyer at the door without knocking or engaging in any way with residents, or religious organizations and candidates during an election season.
For Solicitors/Peddlers:
Applicants must complete an application packet. Background checks on each individual going door-to-door will be conducted.
Chapter 3, Section 340 of City Code discusses requirements and regulations.
For Residents:
The photo below provides an example of the permit that solicitors/peddlers in Arden Hills will be issued. The permit will be signed and dated by the City Clerk. It also will have the City seal and be laminated. Solicitors/peddlers must carry this permit with them and be able to provide it to you if requested.
If a solicitor/peddler cannot produce the City-issued permit upon request, please call 911 immediately to report this. Many companies that go door-to-door are based out of state and lack local contacts for follow-up, so calling 911 to report an unpermitted solicitor/peddler is crucial in obtaining immediate action and helps us prevent these unauthorized companies from going door to door in our community. We request that you also follow up to let the City know by contacting the City Clerk at 651-792-7811 weekdays during regular business hours.
Please note issuance of a solicitor/peddler license does not constitute an endorsement by the City of Arden Hills for the company/business. The City urges residents to do their due diligence in checking out the vendor/company (Better Business Bureau, obtaining referrals, etc.).
