Master Plan

TCAAP Zoning

The City Council approved amendments to the TCAAP Redevelopment Code (PDF) (TRC) and the 2030 Comprehensive Plan in December 2016 in order to facilitate the redevelopment plan proposed by Alatus, LLC and its development partners. The TRC is the zoning document for TCAAP and includes design standards and other regulations relating to land development. The Regulating Plan (PDF), or zoning map, is included within the TRC.

Alternative Urban Areawide Review (AUAR)

An Alternative Urban Areawide Review (AUAR) is a form of environmental documentation through Minnesota State Rules that evaluates development scenarios (or several scenarios) for an entire geographical area rather than a specific project. On July 28, 2014, the City Council approved Resolution No. 2014-037 adopting the 2014 2014 Final AUAR for the TCAAP project. 

Under Minnesota Rules, and AUAR must be updated every five years, regardless of the activity on the site, until all the development in the area has been approved. In this case the update is due in July, 2019.  At their May 13, 2019 meeting the City Council contracted with Kimley Horn to update the AUAR. The updated documents are distributed to a variety of state, regional and local agencies, and published in the Environmental Quality Board (EQB) Monitor for public comment.
