About the Comprehensive Plan
The 2040 Comprehensive Plan is a planning tool that helps to guide future growth and development in the community. It also establishes a community vision and set of goals that will inform decisions and policies on a range of issues, such as land use, housing, parks and recreation, transportation, and natural resources. Further, the Comprehensive Plan provides a framework for the City Council to make budgeting decisions for public services.
The Metropolitan Land Planning Act requires all cities in the seven-county metropolitan area to update their Comprehensive Plans every ten years. The local plans of each municipality build upon the regional planning vision, adopted as part of the Metropolitan Council's regional development plan, Thrive MSP 2040.
