Early Voting by Absentee (Envelope) Ballot
You can vote early by using an absentee ballot (envelope), instead of voting in person at your polling place on Election Day.
Voting by Mail Absentee Ballot
To request an absentee ballot by mail, fill out an online absentee ballot application.
Ballots for the March 3, 2020 presidential primary will be sent starting January 17, 2020.
To request an application in an alternative format such as Braille, please call 1-877-600-8683
Please submit your application no later than 2:00 p.m. on the Friday before Election Day, to ensure adequate time for the ballot to reach you via U.S. mail and for you to return it. When you receive the ballot, complete it and mail it to:

Voting In Person Absentee
You can vote your absentee ballot in person at the Ramsey County Elections Office, 90 Plato Blvd W, Suite 160, Saint Paul. Absentee voting for the March 2020 Presidential Primary election will be posted as it becomes available.
Early voting is not conducted at City Hall.
During the early voting period, voters place their ballots directly in the ballot machine. However, please keep in mind that you must still complete an Application before obtaining the ballot. The only way to avoid the need to complete a ballot application form is to go and vote at your polling place on Election Day.
