Residential Rehabilitation Deferred Loan Program
Ramsey County offers a residential rehabilitation deferred loan program for low- and moderate-income homeowners. The loan program is administered by the Greater Metropolitan Housing Corporation. Loans of up to $15,000 may be used for improvements such as:
- Replacing a deteriorating roof
- Replacing an old, inefficient furnace
- Installing new storm windows and doors
- Upgrading electrical and plumbing systems to code
- Improving the home to meet the needs of disabled persons
Energy Conservation Deferred Loans
Ramsey County has partnered with Neighborhood Energy Connection to provide energy loans. Qualified homeowners can receive up to $6,500 to replace their old, inefficient heating systems and upgrade their home insulation. There are no payments, no interest and nothing due unless the home is sold within ten years of the loan closing. For more information, visit NEC's Energy Conservation Deferred Loans webpage.
Down Payment Assistance
The Greater Metropolitan Housing Corporation also offers mortgage and down payment assistance.
Foreclosure Prevention Assistance

Senior Chore Program
Northeast Youth and Family Services has a Senior Chore program that matches youth and adults with seniors in need of basic home services such as housekeeping, lawn care, snow shoveling, and leaf raking. The goal of the program is to allow seniors to live independently in their homes as long as possible.
