2040 Comprehensive Plan Update
The Metropolitan Land Planning Act requires all cities in the seven-county metropolitan area to update their Comprehensive Plans every ten years. The local plans of each municipality build upon the regional planning vision, adopted as part of the Metropolitan Council’s regional development plan, Thrive MSP 2040. 

The Comprehensive Plan is a planning tool that helps to guide future growth and development in the community. It also establishes a community vision and set of goals that will inform decisions and policies on a range of issues, such as land use, housing, parks and recreation, transportation, and natural resources. Further, the Comprehensive Plan provides a framework for the City Council to make budgeting decisions for public services. 

The City Council approved a proposal from WSB & Associates to complete the 2040 Comprehensive Plan update on March 13, 2017. WSB will hold a series of public meetings with the City Council and the City’s volunteer commissions and committees over the upcoming year to draft the different elements of the 2040 Comprehensive Plan.  The Comprehensive Plan is expected to be completed in January 2018.

Public Engagement / MySidewalk
Public participation is a critical component of putting together a successful and meaningful Comprehensive Plan. WSB & Associates has created a project website called mySidewalk to encourage public engagement throughout the planning process. The website will be regularly updated to provide status updates, background data, and specific questions where community feedback is needed. Residents and businesses are also able to post questions and comments on the website about the Comprehensive Plan.

Public Meetings
Visit the Public Meetings page if you would like to find out when the next public meeting on the 2040 Comprehensive Plan will be held or if you are interested in learning about the topics that have been discussed so far. This page will be regularly updated to include meeting packets and minutes from previously held meetings.

Draft Comprehensive Plan Chapters
Visit the Draft Chapters page to review draft versions of the different chapters of the 2040 Comprehensive Plan. Staff will post draft chapters for review as they become available. Residents and businesses are encouraged to provide comments.
